The removal of the call to find-file-name-handler in fileio.c in XEmacs 21.4.23 breaks a number of things like jka-compr and handling of compressed info files when creating the Info directory.  The call to find-file-name-handler was moved to Lisp code (code-files.el) that is called only if XEmacs is configured with MULE.
