Xemacs 21.4.24 is available through the Cygwin x86 installer, but 
there is no such package for x86_64.

Maybe this belongs as a separate issue, but building for x86_64 
cygwin is broken.  It seems like the major issues have to do with 
bit rot.  For example __CYGWIN__ is now defined but CYGWIN is not.
