GNU version of icalendar--decode-isodatetime takes a third parameter, the 
timezone.

This problem was reported on the gnus mailing list. It seems like recent versions 
of gnus is using the icalendar function. So for compatibility with GNU and gnus 
adding/syncing the timezone functionality would be nice.
