I sometimes have occasion to use both TTY and X frames on the same host.
 When the selected-frame is an X frame, it is possible that the "next"
frame, which is selected by `other-frame', is a TTY frame in a
completely obscured terminal window.

This is useless behavior, as the terminal window will not be raised. 
(At least this is the case for Mac OS X 10.4.11 with a Terminal.app
window and an X frame.)
