The internals documentation is the only file with this problem
(as of 3b220aa03f89).

internals.texi has some nodes whose name contains an apostrophe, e.g.,

  @node Ben's README, , Ben's TODO list, The Great Mule Merge of March 2002

Apostrophes are not allowed in node names, as per Section 6.2.3 (`@node'
Line
Requirements) of the Texinfo documentation.

It looks like Info files can be generated okay, but typesetting the
file yields errors on the second pass:

  ./internals.aux:472: Undefined control sequence.
  <argument> Ben@s
                   TODO list-title
  @xrdef ...@endgroup @expandafter @gdef @csname X#1
                                                    @endcsname
  l.472 'xrdef {Ben's TODO list-title}
                                      {Ben's TODO list (probably obsolete)}
