Thanks to Uday Reddy for the heads-up.

Seems to be an upstream ./configure issue: 
https://bugs.launchpad.net/vm/+bug/616679/

Summmary: Function "vm-version" says that is version "8.0.12-devo-585"
(8.07 on the package list). This VM version via the XEmacs package
system has no Info files (or texinfo files) that come with it (they are
not on the manifest list).
