Not at present.  This has been discussed in the past and rejected,
because it would generally pollute the namespace of the top of the
tree.

If you would like to propose a means by which the necessary
specifications for *all* relevant distros can coexist (eg, but not
necessarily restricted to, ./etc/distros/DISTRO.tar.gz for each
contributed DISTRO), plus work on the installation scaffolding to make
it easy to (say) "make debian-rules; debian/rules build" etc., I would
personally support that (I've been thinking about it for a while).
