'Superseder' should only be used for 'closed' issues.  It
means that resolving the superseder *completely* resolves the
current issue, so the current issue can be completely ignored
in favor of the superseder.
What you want is a blocking issue, which means it has to be
solved before the current issue can be resolved.  I'm
considering adding a 'Blocker' property to issues, but for now
you should just link in comments (as you have properly done
already in msg595 below).

Anyone interested in using nxml-mode in XEmacs can clone code
at http://hg.linuxfire.com.cn/nxml-mode-fktpp for
porting/testing/debuging.... anything you want

Note that, the code is not working correctly now. to
byte-compile it, you must use my patched fsf-compat/overlay.el
(issue301) and turn on RE_CHAR_CLASS in your XEmacs(21.5.28) C
source code(this is known to broken the current gnus
code)(issue302).
